But seriously, 70% (and that # is low) of public school funds are supplemented be the US Goverment ( which I do pay taxes to), part of the reason many states were forced to adopt programs such as the Common Core curriculum, or loose funding.

That's the deception of welfare, everyone thinks they pay an equal share, you don't, you aren't anymore responsible for helping Detroit than Pittsburgh...unless you own municipal bonds (directly or indirectly through an annuity). Yes, contribute to welfare but the costs of welfare in the state is primarily "shouldered" by Michigan residents, so for every dollar that is redirected to Michigan, the Michigan Tax payer "shoulders" another 2 to 3 dollars. My property taxes and income taxes (State of Mi are over $9000/yr (and believe it or not, I'm getting off cheap). Yea, I'm getting screwed and that's my point, each state's welfare benefits are fixed and are determined by a state.
Not that I'm complaining about your assistance, just noting that most people don't understand the benefits and who pays them. The state of Michigan will ideally sell off large chunks of property. The Chinese have been investing a lot, since it protects their money. Change will happen and the environment will improve and eventually the debt will be paid.

I don't know about Michigan, but it seems like my state debt just continues to grow and grow. Sure they'll redirect funds from one individual debt to another, but the over all debt continues to grow.

Snyder has been running the Detroit public schools into the ground for his entire tenure. His choice to run the schools in Detroit was Darnell Early the same guy who poisoned the people of Flint. It would be comical if so many poor kids weren't irreparably harmed. Snyders big education idea was to set up an emergency education authority to take over struggling districts. Since its inception not one single child schooled under its jurisdiction has made adequate test scores, it has been an enormous failure. One bright side for republicans, if you poison children with lead diminishing IQs and deny them a basic education you will likely create a generation of people stupid enough to v**e for republicans.

I think that the debt will be paid, no matter how many different ways the city will try to run away from it, it will be paid. Did you know that the city had $111 million worth of unpaid parking tickets? That several of the city council members didn't pay their taxes while they served on the city council? The whole function of allowing Detroit to implode is a tactic to retake it and shrink it. The communities that surround have far more financial largess and those communities will reabsorb parts of it, which again will remove financing from Detroit. It will probably take 20 years, but it will happen.
I lived in Vallejo (I was in the Navy, at the shipyard), eventually they will emerge, but it will take time.

I would argue that the community drove it into the ground long before Snyder came along. No one in the Detroit sees an education to a better life, ask any average kid in the school. They have lost 65% of their students in the last 10 years, either because people left the community or because there are better schools in Southfield, Birmingham, East Pointe, Troy and Auburn Hills. No one in their right mind would stay if they can afford to live somewhere else.
