When the light is turned on/ media attention; There is a lot better chance of that being prevented.
Ruby Ridge did not have that luxury. It took a court case, and a very good lawyer, Jerry Spence to prevent a rail road job from happening.

Locate them.

Minor fines.
Then
Higher fines.
Then
Light sentencing
Then.
Moderate sentencing.
Then
Damn strong sentencing. (Years in prison)
Law abiding citizens are made criminals in all cases.
Who do you think does the locating and sentencing?
