It dosent look mismanaged to me, they caught prosicuted and jailed arsonists who set it on fire. It seems they are keeping a pretty good eye on things. If my buisness model is dependent on utilizing public land for free or below market rates I had best realize I am a partner with the government and follow their rules or buy my own ranch.
