IF the affordable care act is law how can the president amend it?

The Democrats keep reminding us Obamacare is the law of the land. They are right; However, this law has been changed by the president 17 times and he has delayed different parts of the law 19 times. The president has acceded his authority. The law which was ruled a tax falls under the purview of the congress according to the Constitution. Just so you know where I'm coming from I don't like the War Powers Act or Patriot Act either.
If the congress and this president had actually passed a fair Law their would not be all these waivers for special interests. I think everyone should get a waiver or none then let the Law stand or fall on its own merits.

question...how do we pay for this medical program ? 76 years old not cancer treatment. Pandering to...free birth control. Not black against white....young against old. This climate is bad.

ww11 vets went to dc to view this monument. School tours still closed. How many vacations an now. ?.how Much money spent on his familys treats an ...how much not spent for the people ?

Isn't it against the law to not abide by the law? My probation officer says it is.
