So, that was the way things were dealt with all over the world. One has to understand historical events in the context of the times in which they occurred. Penal colonies were used instead of fixed prisons and people went to jail if they could not pay debts. That was the penalty at that time and it was employed worldwide. In the 20th century here men were put on state road gangs for not paying child support. What is your point?
