When I read the two news stories the term "h**e crime" came to mind. So I looked at the FBI Uniform Crime Report on H**e Crimes (2011). These are not necessarily contradictory of the statistics you cite above (although I did not confirm them), but a closer view of the senseless violence behind these two cases. {I was somewhat surprised that were "so few" of these h**e crimes reported. There may be some incompleteness; only 13.3% of the 14,575 participating law enforcement agency reported any h**e crimes (the rest reported zero, rather than did not report according FBI description).}
There is another factor: White on black crime, although less common, is FAR more likely to be classified as a h**e crime. The fact is black on white crime, even when it is blatantly racially motivated, is almost NEVER reported as a h**e crime.

7.1 percent were groups made up of individuals of various races (multiple races, group).

These numbers are still disproportionate from the 12%-88% Black-Other counts in the whole US population, but not as alarmingly as the more generalized number in the quoted message.
