I know that you aren't saying that we should just allow them to exist outside prison for crimes committed but it sure sounds like that is what you said.

No :lol: I'm not saying that! But if you think about it, the biggest percentage of those folks are in and out. A year. Two years etc. Most aren't eligible for unemployment and most don't get to work when they get out. They don't get counted because they aren't in the work rolls.
