MIGHT be from one litter,My Golden Retriever had 22 puppies in one litter,but,16 to 18 was usual..
Most of the people I know who breed Goldens say they get 8 to 12 normally in a litter, any more that 12 and the litter loss rate goes way up. Personally, were I a breeder I would prefer smaller litters, so all puppies could be leash broken, used to getting nails cut and being brushed and taught come and no before they go to their new homes. We have gotten Cane coros from two very good breeders over the years and all had at least that much training when we got them. Our Welsh Terrier puppy had his coat show trimmed, nails cut, his recall was working fairly reliable, and his stay good when we got him at three months. Had the litter been huge, instead of 5 puppies, she would not have been able to do that much work. It paid off though as he has his CGC at 7 months and is working on an obedience title now. He has also several blue ribbons in conformation. 22 puppies and no training would have been possible without a staff to work on the puppies.
