I don't know where you were in 2005 but I do remember reading that Baton Rouge was full of food and bottled water for New Orleans and a flood that I blamed on the mayor and governor hit and they couldn't get the stuff "in to town". You blamed the mayor and governor for the flood? Or do you mean the aftermath? There was enough blame to go around, but neither New Orleans nor Louisiana had the resources to handle a massive catastrophe like Katrina. That is why FEMA exists.

For the actual flood, hell no, that's an act of God. Now the aftermath, hell yes, 300 buses sitting in water because no one bother, yes. FEMA is not and never will be a do all, that was never what it was designed to do, it was to assist and then they receive no instruction from the governor nor the mayor they wait, something called 'states rights'. That's likely why both were v**ed out of office.
