Horrible story. Yes corn flour can be explosive, as can wheat flour, under the right circumstances. When I was a kid I remember a plant that processed wheat into flour blowing up due to an electrical short that caused sparks. I think that a few people died and several dozen were seriously injured but that was probably 60 years ago, so my memory isn't that good on the event.
more on the incident
http://www.naturalnews.com/050241_rainbow_party_gay_rights_activist_arrest.htmlDuring my firefighting career, we conducted controlled demonstrations of the explosive nature of all kinds of aerated dusts and powders. We also tested a wide range of ignition sources. Never had to face a real life incident involving such explosions.
