My guess is that it took a while for them to realize the blaze was getting worse, not better. The car right next to the explosions looks to be disabled. Those tanks that turned into rockets cleared everyone out including the cop car that approached.
Spectacular video, I wonder what they are using for dash cameras. When you see police dash cams from this country they are always poor quality and this is one of many that have been on the net from Russia, all of great clarity.
