Oklahoma police shooting captured on body camera

This time... no doubt the police officer is at fault. No mistake about it.

TULSA, Okla. -- There has been another fatal shooting of an African American suspect by a white police officer.

In this case, the officer was a 73-year-old Tusla, Okla., insurance executive moonlighting as a reserve deputy.

Convicted felon Eric Courtney Harris was the target of an undercover drugs and guns sting operation April 2. When he saw police vehicles pull up, he ran.

A pursuing officer wearing a body camera chased down and tackled Harris. As other officers joined the struggle, the sheriff's department says, one of them yelled a warning that he was about to use a taser.

That was 73-year-old reserve deputy Bob Bates, an insurance executive and former police officer. He then pulled out what he said he thought was his taser.

Immediately afterward, a gunshot is heard on the video, as is an apology from Bates.

"Oh, I shot him! I'm sorry," Bates apparently says.

Maria Haberfeld, a professor of police science at John Jay College, said having a 73-year-old reserve officer involved in potentially dangerous police operation is uncommon.

"It's extremely unusual given the outcome" she said. "But we do have many officers who are in their 60s and 70s around the country so he happened to be in the wrong place at the wrong time."

As he lay bleeding, officers continued to cuff Harris. "He shot me! He shot me," Harris said.

When he complained of losing his breath, "I'm losing my breath..."

Someone replied: "(expletive) your breath."

Harris was taken to a hospital, where he died. Bates is not allowed to perform any police activities while an investigation is ongoing.

In a statement provided to CBS News, an attorney for the Harris family said, "Perhaps the most disturbing aspect of all of this is the inhumane and malicious treatment of Eric after he was shot."

The Tulsa County sheriff's office blames Bates' mistake on a phenomenon called "slips and capture." The police sergeant leading the investigation says that's when a person's behavior slips off the intended course of action because it is captured by a stronger response. Prosecutors are now reviewing the case.

Tulsa police placed Bates on administrative leave and have filed no charges against him.

The results of an investigation of the incident will be submitted to the Tulsa County district attorney's office for a full review.

The county sheriff's office has also asked the FBI to conduct an independent assessment, which could put civil rights violations on the table, reports CBS News correspondent Elaine Quijano.

As our younger police officers leave the force and are replaced with moonlighting officers.... cases like this will happen more often. Should this man at 73 been on a sting operation...or even in the field? I say no. At best, he should have been put on 911 call center.

The police cannot afford to make anymore of these "mistakes". Maybe a tazer should feel different than a gun. I don't have to make these decisions, but the police must take a very careful view of how their departments are manned.

In any event, there hasn't been a r**t yet, but maybe cops should be careful or find a new career.

I agree... and I am unsure if a 73 year old man should be on the beat. You know, there are places that use rubber bullets. They say it hurts like a son of a gun, but it will stop a person in their tracks and not k**l them unless you hit parts of the head at close range. That could be an answer. I think that the r**ts are in planning stages. The US is becoming a divided nation yet again. This time it will not be north vice south, it will be neighbor vice neighbor. Which will give room for Martial Law.... now that is scary!

I hope that it stays quite. People in Ok are pretty reasonable people, they don't ordinarily take to the streets to protest and they still trust the local police to handle problems. Good people in OK....as they once said, OK is OKAY with me!!

Thanks for the kind words Penny. ALL Okla counties went Repub.Inhofe,whom I know, is OK. Coburn is getting out. I , at 76+ am deeply concerned about my progeny.Us 'old timers'need to do what we can to help kids but I'm afraid it's to far gone now.
Tge Fed. Res.has ruined our nation. Woodrow Wilson knew he'd 'goofed' when he let an independent group print our currency and died a depressed man, from my understanding...

Any Nation that hires someone to print fait currency then pays that group interest for doing so is nuts! That's what's happened since 1913, 100 yrs ago. Now the blowback.is coming.

I'm no Bible scholar but, so help me this is what's going on. Israel has had us tangled up in Syria, Iraq and Afghanistan until our country is flat azz broke. We send those that 'claim they are Jews, but are NOT' FUNDS while out soldiers and elderly hurt. Something is wrong here, IMHO. (:

I think that for many of our children, those in large cities may be lost....but, remember that there is a plan, not man's plan, but one who will put things right. We can only go so long before we piss Him off... and I think that He just may be considering options... not by water, God never goes back on His word.... but a shift in the poles will stir up those volcanos.... I hope that He is generous and gives us a nudge rather than terminating the world.

Wilson made several mistakes and yes, from all that I can gather his death was caused by depression and the stroke he suffered while in France. Of interest, he was the first president to be buried in Washington's National Cathedral. After his mistakes regarding WW1, he spent a considerable amount of time bed ridden, and from all accounts, his wife Edith (2nd wife) ran the government.

There are Sephardic and Ashken**i Jewish people. DO NOT 'lump them in one pile. Have you studied the Khazarians?
My father worked for Sampsonite Schwaider Bros. Jewish. He was happy, they were fair and just.
A close friend here in NE Okla, Vandenberg ( as in Vandenberg Air Force Base), is a dear friend. Tge Ashken**i are 'forbidden' to marry an Ashken**i. The Rothschild's ( Fed Res)are Khazarian Ashken**i's.
I retired 14+ years ago and have spent untold months on the internet reading, searching, learning stuff I did not know.

If I offended you, I'm sorry but understand clearly, as I read Rev 2:9, 3:9, we are warned about those who 'Claim' to be from Judiah, but are not..

Yes.. I know about that propaganda about Jews. Yes, I am a student of history. Yes, I am Jewish the daughter of a Rabbi..... and I know my family trees.... but thank you for the reminder of Revelations.

If this be true?, a huge Tsunami may result and no telling what will happen to those on the east coast of Amerika.
