I think she did make a proposal for what to do. If people were employed and more satisfied with their lives they would be less likely to sign on with the maniacs. I believe what she is saying refers to getting less people to join , not to invite the fighters to a job fair.

It is obvious that she is talking about reducing the pool of recruits by giving young people a chance to be satisfied with their lives. She also mentions that we and our allies are agressively engaging the terrorists. If a fourteen year old kid in Paris London Cairo or Minneapolis has the chance at a decent education and future they are less likely to turn to crime or terrorism as they get older. This is just common sense.
