People are being shoved, prevented from going to classes, etc....Now do you think it's time for National Guard?? How about Rabbi tells Jewish students they're not safe at the campus..

I don't think he can. Pretty sure it has to come from the gov. Could be wrong. He can certainly suggest it...or in Biden's case, withhold state funds ( a bribe) until its done. (His usual method of doing biz.)
