He got a year of probation for doing this.....while others are sitting in jail for a third year waiting for a hearing because they walked past the building that day...

A young couple stood in line to obtain a marriage license. Finally they were in front of the bald headed clerk who demanded to see their birth certificates. He examined the girl's and handed it back to her. He took the young man's, examined it thoroughly, handed back to him telling him his birth certificate wasn't signed and he couldn't issue them a marriage license. Perplexed, the youngster asked what could he do to get a signed birth certificate and was informed he would need to go up to the 6th floor, wait in line at the Bureau and obtain a signed copy. Several hours later the young couple appeared again in front of the clerk handing him the new reissued birth certificate. The clerk examined it closely then giggling told the young man that before you had this signed copy you were a technical bastard, do you know what that is? "I think so" he replied, "that's what the folks on the 6th floor called you."
