If the plan is to gain more congressional seats then Republican governors would do well to stop sending the 'migrants' to blue states and keep them at home in Republican districts for at least two reasons. #1 the 'migrants' would be easier to control by Republicans and #2 to ensure the new districts go to Republicans.
