As usual, the difficulty is the cost. Turning salt water into fresh has been possible for a long time, but it is expensive mainly because of the energy input needed. Most people can't or don't want to pay what the water would cost. It works on a small scale like ships and small populations in the mid-east, but on a large scale, the costs to build and maintain the infrastructure would be very high.

A shore side water plant would serve two purposes. One produce electricity, and two make water. I've sailed for years and we always make our potable water at sea. That could be done up and down the coast. Mexico, California, Oregon, Washington. And up here they are always complaining about the lack of electricity and water. A shore side desalinization plant would CONSUME a large amount of electricity, not produce any. I'm assuming that when you say you used desalinization at sea that you were on a nuclear powered ship. You point is well taken, this is a efficient way of getting fresh water from salt solely because you are able to capture "surplus energy" (ie. heat) from the reactor as electricity that otherwise would go to waste.
According to your suggestion we should be building hundreds of nuclear power plants up and down nearly all coastlines. Some environmentalist might not be as enthusiastic about this idea as you.
