California is the land of the super rich, the kinda rich, and the poor. The middle class have no power and are leaving. The poor are like the Roman mob. With bread and circuses, Newsome and the rich get the poor to dance to wh**ever tune they wish to play. The super rich are so rich, that the destruction does not affect them.
If destruction was an issue the Democrats would have been tarred and feathered 30 years ago and run out of the state. The homeless and the drug addicts couldn't care less who runs that state. The super rich love it just the way it is. Those troublesome middle class upstarts have for too long been elbowing their way into the ruling class, so they are being evicted by their betters.
