It will be Trump who refuses to debate Biden. Biden may miss speak occasionally, but Trump is loosing his marbles, and he knows it. He would say something like why we can't have electric boats or every EV is made in China like he already has said in Iowa, and screw himself.

Funny. Biden couldn't debate in 20 without an earpiece telling him what to say, and his dementia has accelerated since then.
