You actually have it backwards. As far as foreign policy goes, Biden represents a return to normal, which for the last 80 years meant U.S. dominance.

There was a glitch a few years ago when Trump was elected and he was barking at what he called the "deep state". Folks like Putin knew the "deep state" was responsible for making U.S. dominance normal. This is probably why he saw Trump as a weakness that could possibly, hopefully (for him) lead to instability.

It's funny how all our adversaries were so eager to see Trump in the White House. You know the Trilateral Commission and NATO were just slapping their foreheads the whole time.
