Define critical. The threat is always made to welfare checks, SS benefits and military pay, or, closing and stopping maintenance of anything that is the most visible and disruptive to the general public such as public buildings and parks. Remember the man who was stopped from mowing the lawn at the Lincoln Memorial last time? Why do you think he was stopped? Answer..... Simple optics of overgrown memorial lawns for the most impact on the general public by politicians and bureaucrats.
Any non-critical services should probably not be done by the federal government to begin with and remain shut down. Even the congress, which has acquiesced it's actual responsibilities to the administrative state, has become non-critical.
