NO ONE, I repeat NO ONE would call Biden at 3am in case of an emergency ! The call would be routed to someone else for a decision and Biden would be advised of the matter after breakfast.

The 3am call is not a split second decision. It is a 5 -10 minute decision that needs good judgement. His speach impediment does not impair his judgment.
Most emergency calls have happened before including several occasions where we had Soviet missile launch detections (false alarms it turned out). Our practice is not to shoot our missiles until we actually get hit so there is no big rush. We also want to be sure about who to shoot back at.
So wh**ever the emergency the president would probably direct the appropriate staff to assemble a couple alternate plans using available resources for the 8am briefing. Then make a couple phone calls and then go back to bed and let his staff prepare plans for him to review.
