In New York if you step in to help you get prosecuted for it and the criminal walks. That's why people don't step in.

My solution, if I had one, would be less drastic than the one proposed by F.D.R. but would be more focused on suits and firings that are brought by liberals. Liberal "solutions" to current problems continue to astound me with their complete cluelessness and ineffectiveness. In most cases they worsen the problem.
