The Constitution required ratification by nine of the thirteen states to become law. New Hampshire was the Ninth. That left New York, Rhode Island, Virginia, and North Carolina, with Rhode Island being the last to ratify. Today, in 1788, we actually became a country in fact rather than just in name.
