No, he is guilty of not giving the stuff back, swearing that everything was returned when it was not, moving things around and hiding it, and the nature of some of the materials were so sensitive that there was absolutely no reason but bad that he even had for keeping it.

And when the FBI was at Mar-A-Lago in June, two months before they "raided" it, they looked in all the boxes and after doing so told Trump to make sure he kept them locked up. Trump complied and made sure all the boxes were in a room with a locked door.....so why is everyone saying no one knew Trump had them??? The FBI Did, for one. And so did the National Archives Museum people, who Trump told they could have anything they wanted from the boxes....
