“This attack (Novaya Kakhovka dam), like other recent actions of Ukraine, have all the characteristics of a terror attack, impacting civilians and civilian life, and not geared towards recovering lost land or assets, but destroying them,” she added.
Kwiatkowski noted Ukraine’s recent continuous shelling of the Zaporozhye Nuclear Plant in recent weeks despite the clear nuclear disaster risks.

Kiev has since has become even more radical, aiming to directly destroy agricultural production, urban populations and industry, t***sportation, and energy supply,” the retired lieutenant colonel said. “The destruction of part of the dam in Kakhovka combines Ukrainian intent in all four of these aims with a single set of strikes.”The Ukrainian government engaged in a series of asymmetrical warfare tactics and terror attacks against civilian populations, especially in recent weeks ahead of its much-touted “counteroffensive.”
Earlier last year, Ukraine waged bombing
attacks on the Crimean Bridge and
Russia’s Saki Air Base on the western coast of Crimea, an August 2022
car bomb that k**led Russian philosopher Alexander Dugin’s daughter
Daria Dugina, and an April 2023 café bombing of a
pro-Russian blogger in St. Petersburg.
Most famously, Ukraine was likely involved in the
sabotage of the Nord Stream pipelines last year.
