The way most departments are funded virtually guarantees waste and abuse. Each department gets an allotment of funds and if they do a great job of budgeting do they get rewarded? Hell no. The budget gets cut, so they are incentivized not to save but to be frivolous and make sure they spend the entire amount allotted to them.
