If you look at the footage of that moment, the policeman was being overrun by people pushing their way into the building climbing through the window etc .He was greatly outnumbered. I'm going to take a guess and you probably think I'm crazy I don't care. I think he fired off a shot hoping to slow down and somehow contain these people who were trying to get in the building and Ashley Babbit had the poor luck of being right in the path of that bullet.
