An initial $400 million cash delivery was sent Jan. 17, the same day Tehran agreed to release four American prisoners looking like a payoff for the hostages that Iran was holding.
Does Iran want to capture oil tankers headed for the U.S., hold the crews and tankers hostage until they are paid off? Pirates and thieves.
