They say we have to raise the debt ceiling to pay our bills, not understanding that if the bills were paid there would not be a 31 trillion dollar debt. Plus they certainly never want to stop spending to achieve a balanced budget.

A couple of problems with your attempts to understand logic...
...republicans played a part in spending the money, simply look at how much the deficit was when trump left office
...Under Biden the budget has been significantly reduced by well over a Trillion dollars
...to stop spending republicans need to legislate spending with the budget, not the debt ceiling which they spent

The budget fight is not over the debt limit, it's over the budget, and if republicans were serious about that they would repeal trump era tax cuts, and fund the IRS so they can aggressively go after tax c***ters....not to mention excessive drug industry profits and prices.

The debt has grown under Biden. You do not understand the difference between debt and deficit. No amount of tax increases will give a balanced budget without spending cuts.

Since spending is the responsibility of the house and senate what do Trump and Biden have to do with it? The president can ask for a $100 trillion in a given year, but if congress doesn't go along, tough luck.
