They declared independence from Ukraine because the Ukraine government is to them, illegitimate, having been formed without the input of the Ukrainians but rather put into place by the US/EU/West. They did not join Russia. Neither did Crimea. Crimea declared independence from Kiev before the USSR even broke up.

Consider that the Azov N**is and Ukraine army are the invaders of the ethnic Russian region since 2014 have rained terror, bombs, missiles, shelling on the ethnic Russians. No surprise that the ethnic Russians would v**e to join Russia.

They v**ed for independence. Russia recognized them as regions separate from Ukraine.
