In most instances yes. A pregnant woman with substance abuse disorder or who is injured in an accident should not be charged with murder for a miscarriage. Someone who murders a pregnant woman can be charged with her death, her life is no more precious than anyone else. The focus of the law should always be on protecting actual living people not fetal tissue.
