Have a budget that will not allow it to be exceeded. However, everytime it is approached Congress just moves it higher so it is meaningless.

It’s some crap the republicans made up to make them look like they were fiscally responsible.
They are not and never were .
It isn’t actually a ceiling. It’s the actual amount of money we owe for money already spent. Calling it a ceiling gives a lofty appearance.
If we don’t raise it we can’t spend more money .
This is only ok when republicans are in office. Trump raised it 3 times.

The President cannot raise it, only Congress can and both Democrats and Republicans have done it.

I believe Republicans (they won't) should stand their ground. if they do you get a partial government shutdown, which I am fine with. Of course the Democrats start whining with their sycophants in the press that the Republicans are shutting down the government. That's the government that is close to defaulting on its debt, but they don't mention that. All essential agencies, such as Medicare and Social Security remain open and funded. The reason the stupid republicans will raise the ceiling is because they want to fund the war in Ukraine.

That would be a very bad idea to raise Ceiling in order to fund the war..
