The exile was a major turning point in the history of Israel. Judah and Jerusalem had fallen to the armies of Nebuchadnezzar. In 539 B.C., Babylon fell to the Persians, and in 538, Cyrus issued a decree permitting the exiled Jews to return to Judah and rebuild the temple. The prophets Haggai (520 B.C.) and Zechariah (520–518 B.C.) arose in Judah to bring God's word to the people.
Malachi (450 B.C.) was the last of the three post-exilic prophets God chose as His messengers following their return from Babylon. They are three of the 12 minor prophets, whereas Ezekiel, Isaiah and Jeremiah are called major prophets, not because of a difference in importance, but based on the length of their writings. Haggai wrote three chapters, and Malachi four chapters.
Haggai is identified in 1:12, the preceding verse to 1:13 as
a prophet of God. All those identified as God's prophets are flesh and blood human beings, not supernatural angels, who are spiritual beings empowered by God to briefly appear in human form.
The prophets too, are God's messengers.All God's prophets, when obedient to God, speak God's words through the inspiration of the Holy Spirit.
Haggai 1:12-13
12 "Then Zerubbabel son of Shealtiel and Joshua son of Jehozadak, the high priest, as well as all the remnant of the people, obeyed the voice of the LORD their God and
the words of the prophet Haggai, because the LORD their God had sent him. So the people feared the LORD.
13 Haggai, the messenger of the LORD, delivered the message of the LORD to the people: 'I am with you,'
declares the LORD."
The prophet Malachi's name translates as "messenger." He spoke God's warning to the Levitical priests, the descendants of the tribe of Levi, and inheritors of God's covenant with Levi, because they were deeply corrupted and had failed to make the word of God known to the people, nor was their lifestyle godly. He preached and wrote ca 430 A.D., closing God's canon of Old Testament writings for four hundred years.
Malachi 1:1 "And now this decree is for you, O priests:
4 'Then you will know that I have sent you this commandment so that My covenant with Levi may continue, says the LORD of Hosts.
5 My covenant with him was one of life and peace, which I gave to him; it called for reverence, and he revered Me and stood in awe of My name.
6 True instruction was in his mouth, and nothing false was found on his lips. He walked with Me in peace and uprightness, and he turned many from iniquity.
7 For the lips of a priest should preserve knowledge, and people should seek instruction from his mouth, because he is the messenger of the LORD of Hosts.

But you have departed from the way, and your instruction has caused many to stumble. You have violated the covenant of Levi, says the LORD of Hosts." Not until the New Testament Apostles wrote after Jesus' ascension back to heaven would God write again.
