You’re too smart to even ask that question. When ever you incentivize something you get more of it. Getting pregnant out of wedlock, often without a male figure in the picture devastates families. See the black community. Obviously if you can’t support a child maybe a little family planning would have been in order. I can see many women getting pregnant just to get the money.

And it's open for single women and married women...
