Seems that all the intelligence pointed to a large scale invasion by Russia. Of course a Superpower that really wanted to stop this war from happening would have called for an immediate meeting with the Russian leaders and Ukrainian leaders. If that failed all the systems and weapons would have been delivered to the Ukraine (if that’s whose side you’re on) before the invasion of said superpower really wanted to de escalate the situation.

I believe the system was to be delivered and Obama canceled it.

Yes, I just looked it up. It was to be a part of an aid package to Poland and Obama nixed the missile defense system.
