It's not the document that is classified, it is the information on the document. Once he has consciously spoken it, it is declassified because a President would never speak classified information. His decision to speak it, is the thought that declassified it.

Plus once he has read it as President it is in his mind and he can write it down anywhere and he does not need a document to pass it on if he wants to. Having the document is irrelevant.
