Why he took them, why those particular documents, none of this matters. What matters is that the docs are no longer out floating around at the caddy shack unless, of course, we didn't find all of them. There is no justification for Donny's actions since taking those documents was both theft of property owned by the American people and a horrific violation of national security, the extent to which we still do not know.
A thorough investigation finding out who might have had access to those docs and who definitely saw them is needed in order to assess the damage and to determine what steps need to be taken to mitigate the harm that was done.
An indictment is mandatory and penalties for his criminal actions must be considerable and swift.

Well Trump was in favour of very stiff penalties for breach of trust and espionage.
But not to swiftly or the right will claim he was railroaded.
Give Donny time to keep shooting him self in the foot and he will make the case against himself.
