The reason is that the IRS deliberately targets people who can't afford accountants and attorneys to defend them. The truly wealthy already have most of their money in tax shelters that were thoughtfully provided mostly by Democrats who wanted to ensure that flow of campaign money. Are you naive enought to believe that wealthy people donate to Democrats out of a sense of public spirit?
We already have the highest corporate taxes in the entire world, and now Biden wants to raise them more. Who do you think will pay for these increases? The Democrats who passed this disaster of a bill? Nope. The consumers who wil be hit with higher prices will pay for the corporate tax increases. You will see gas price rise steeply again right after the midterms, since Biden has so far said he will stop destroying our Strategic Petroleum Reserve, after having depleted it by nearly half. When the Senile S**tweasel gets done "drawing down" our reserves, they will be at their lowest point since 1982. Technically their lowest ever since we have about 100 million more consumers now. Are you one of those who believe Biden's bulls**t about Putin causing the increase in gas prices? Another newsflash for non-thinkers... Biden cancelled all offshore and Federal land drilling and exploration, then introduced a boatload of new and expensive, unnecessary regulations designed to make drilling and exploration far more expensive and complicated. As a result, our oil production is 1.5 million barrels per day LESS than in 2019-2020. Do ya think that just maybe that had more to do with it than Vladimir Putin?
We already have the worst inflation in nearly fifty years. Could it be that the fact that 8 of every 10 dollars in circulation right now has been printed since your boy Biden was installed in the White House? Any school child used to know that printing huge amounts of money fuels inflation.

The IRS routinely violates it's own code and most people do not realize this. They lack the knowledge to look this stuff up and the money to hire someone to do it for them.
