The only way congress can change on the federal court system is to establish,eliminate, exspan or decrease the size of and federal court or the length of years in how the can seat the bench ie federal circuit, district or court of appeals but however the can't change any thing that pertaining to the SCOTUS without a Constitution amendment to do so

They've wanted to do that for a long time. They either do not realize or do not care how dangerous that is because all they care about is finding ways to get more power and keep it in perpetuity. They would completely destroy our country in order to maintain total control over us.
