As a retired building Chief Engineer for luxury hi-rise condo's in South Florida and someone who has taught seminars on the subject of maintaining buildings locally and in the Caribbean and did consulting I can tell you that many of the issues are created by the residents themselves in that they will spend a fortune on decorating while ignoring structural or equipment issues. Another problem is that far too many people performing 'maintenance' are unable to recognize developing problems.
Long story short, this building collapse SHOULD HAVE BEEN PREVENTED, the signs were there for a long time.
