This is the kind of bizarrely worded BS the left puts out. I am pretty sure this will be about food and goods availability and pricing, whereby "underserved" communities will get more food and goods at lower prices, and other communities will get less goods at higher prices. Run by the DOD via the military. Not right away, of course, but it will morph into that. This kind of "initiative" is de facto Martial Law. WTF😳
