If so, what is fair pay for a person who just puts a letter in a box, and a box on a porch?

Not sure how rural pay works. They are different than city carriers who drive company vehicles. From what I've gleaned, maintenance on their vehicles is a big one.

They are actually funding today for workers who have not been born yet.

No other entity is required to do such a thing.

Man, I'm doing great! I finally made it through the quagmire of time, and effort, and now just work part time for them! 45-50 hours a week now!😁 Got all the whistles and bells that go with it too! Been a long road, but worth it!🙃

It was brought about because of a surplus.
The postal service announced it had plans to purchase a chit load of electric delivery vehicles. This action pissed off an unimaginable amount of people with contracts with the postal service.
So, the republicans got their pointy little heads together to draft a bill to fill the coffers of the pension fund so there will be plenty to steal when they take over the postal service.
They have operated on surpluses in spite
Of the Republican strategy to make it look like it was losing money and would need a private investment company like Mitt Romney and Bain Capital ( vulture Capital)
Would be there to rescue the $3Trillion pension fund do that it would be kept out of the wrong hands.
Like the Postal Workers who were the ones working and paying into it.
I know it sounds unbelievable.
But it true right down to the last dirty little Republican detail.
Louis DeJoy. Is doing what he can to to destroy the postal service for his own shipping company interests.
After of course he fires half of the workers
And lays off the other half.
Splits out the rural deliveries to private contractors.
