Hmmm. There is a problem with that in that it could create then perpetuate, a caste system. That's not reasonable. Income taxes are ok within reason. They're just not within reason right now. The US used to get a good portion of its funding from trade tariffs. Which were messed up completely after WWII when Europe was decimated, tariffs were lowered and never corrected. And China was trading with developing country status for over 40 years until the Trump administration tried to correct it (I think Bribem likely overturned all that). On top of which we sent far too much manufacturing overseas, and spent far, FAR too much money developing infrastructure in the ME from 65-76, for the ME to turn around and say "mine now".
