As far as I can gather it's a private corporate thing, between unions, shipping companies, and shippers...
Unions seems to be jacking up the works, as they didn't seem to be ramping up production schedules to try to help catch up to backlogs.
It's not Biden's problem, he didn't create it, and at least he is trying to get involved in seeing what the problem is and prodding the bottlenecks.
I suspect what is involved is shippers and shipping companies refusing to buckle to union demands for ludicrously cost prohibitive overtime demands...otherwise they already would have been increasing production.
