Is it c***ting if one changes the rules during the game to encourage others to commit fraud or is one just following the rules? Universal mail in b****ts, unsecured drop boxes, weaken rules on signature matches, etc make it easier to commit fraud and get away with it. Democrats think they weren't c***ting because they changed the rules then followed them. Now democrats want to make those rules they changed, some illegally, permanent.
