Gore never won it except in his own mind. The Democrats were inventing new ways to read the punch-cards when it went to the SCOTUS.
Usually, the chad has to be punched, (that means removed), to count as a v**e. The Democrats were claiming they could see a dimple on the still intact chad and counted that as a v**e for Gore. They also tried to disallow a ton of military v**es for Bush that arrived late.
