Well, he DID say he only supported ending the filibuster for bills related to debating a bill, not for passing bills.

Manchin is no coward, he is a moderate Democratic from a conservative state. It seems to me, that he has gone way out of his way to try to reach a compromise that Republicans could accept. Mitch has made it clear that he does not want to compromise with the Democratic agenda to stop putting up roadblocks to minority v**ers, or other important issues, so these vital acts may not get done.
