I'm not sure that can be taken as a concession, he never came close to saying something that would mean he acknowledged he actually lost. He is still running non stop rhetoric about "proving" he won in states like Arizona, and firing people up about "doing something" about it, not "letting their rightful president be stolen from the american people".
I do not see wishing Biden well as being anymore a concession than telling the mob he incited at the capital to go home in peace hours after the damage had been done. It's cover for when he incites another i**********n.
