Republicans are negotiating from a position where they seem to think dems need to come toward their position. With a filibuster they don't think they need to bend a bit. End it and republicans would be forced to negotiate and try to get things they want, the way things are they can obstruct and put it all on Biden.
Manchin needs to pay attention to the people of the state that put him in office, because they support HR1, they support ending or modifying the filibuster, and they support jobs and infrastructure bills.
